Nap Nanny and Chill Infant Recliners Recalled by Baby Matters LLC After Five Infant Deaths; CPSC, Firm Settle Administrative Litigation

WASHINGTON, D.C. – In cooperation with the U.S. Consumer Product
Safety Commission (CPSC), Baby Matters LLC of Berwyn, Pa., is announcing
a voluntary recall of all models of its Nap Nanny and Nap Nanny Chill
infant recliners and covers. This recall is announced as part of the
settlement of an administrative case filed by CPSC in December 2012,
which sought a mandatory recall of the Nap Nanny and Chill products.From 2009 to the present, the Commission staff has received at least 92 incident reports involving the Nap Nanny and Nap Nanny Chill products, including five infant deaths. CPSC is aware of four infants who died in Nap Nanny Generation Two recliners and a fifth death involved in the Chill model. In the incident reports received by CPSC, there were 92 reports of infants hanging or falling over the side of the products, including some infants who were restrained in the product’s harness.
CPSC urges consumers to immediately stop use of all Nap Nanny and Nap Nanny Chill recliners. Baby Matters LLC is no longer in business and is not accepting returns. In December 2012, four major retailers—Amazon.com, Buy Buy Baby, Diapers.com, and Toys R Us/Babies R Us—announced a voluntary recall of Nap Nanny and Chill models sold in their stores. Consumers who purchased a Nap Nanny from one of these retailers should contact the retailer for instructions on how to obtain a refund for the product.
CPSC urges other consumers to immediately dispose of the products to ensure that they are not used again.
About 165,000 of the Nap Nanny and Chill products were sold between 2009 and 2012 for about $130. The recalled products were sold at toy and children's retail stores nationwide and online, including at www.napnanny.com.
In December 2012, CPSC staff filed an administrative complaint against Baby Matters LLC seeking a recall of the Nap Nanny and Nap Nanny Chill infant recliners. CPSC staff and Baby Matters LLC reached a settlement agreement that includes the recall announced today and ends the legal proceeding against the firm.
The settlement resolves CPSC staff’s allegations that the Nap Nanny and Chill products create a substantial product hazard. CPSC alleged that the products contain a design defect, their use presents a risk of injury to infants, and the instructions and warnings are inadequate. Baby Matters disputed these allegations but has agreed to the recall in consideration for dismissal of the CPSC lawsuit.
It is illegal under federal law for any person to sell, offer for sale, manufacture, distribute in commerce, or import into the United States any model of the Nap Nanny or Chill recliner or the covers.

ValcoBaby Booster Seats Recalled Due to Fall Hazard
WASHINGTON, D.C. - The U.S. Consumer Product Safety Commission, in cooperation with the firm named below, today announced a voluntary recall of the following consumer product. Consumers should stop using recalled products immediately unless otherwise instructed. It is illegal to resell or attempt to resell a recalled consumer product.Name of Product: ValcoBaby "Joey" booster toddler seats for strollers
Units: About 975
Importer: Unique Baby Products USA LLC, d/b/a ValcoBaby, of Brooklyn, N.Y.
Hazard: The spring button mechanism securing the booster toddler seat to the baby stroller can disengage, allowing for the carried toddler to fall.
Incidents: The firm has received two reports of a child falling from the booster toddler seat after it disengaged from the stroller. No injuries were reported.
Description: The product is a booster toddler seat, both single and twin, designed to attach to Valco "Tri-Mode" and "Zee" strollers. Only booster seats with batch numbers 3111, 7819, 7822 and 7831 and model number TOD1058, TOD9109 and ZEE0649 are included in the recall. The batch and model numbers are printed on a label attached to the product frame. The seats have a black color fabric seat on white metal base frame.
Sold: Various juvenile product stores, websites and the firm's website valcobaby.com nationwide from June 2011 through June 2012 for between $80 and $100.
Manufactured in: China
Remedy: Consumers should stop using these toddler booster seats immediately and contact ValcoBaby to arrange for a free replacement attachment mechanism.

The product is distributed by Exquira Pty Ltd and Como Baby Pty Ltd.The bottom of the Bumbo seat is round and flat with a diameter of about 38 centimetres. It is constructed from a single piece of moulded foam and comes in various colours. The seat has leg holes and the seat back wraps completely around the child.
Identifying features
The following is marked on the underside of the seat: "Manufactured by Bumbo South Africa, Material: Polyurethane, World Patent No. PCT: ZA/1999/00030"What are the defects?
The Bumbo seat is safe for its intended use, that is, only on the floor and with adult supervision. The seat is not designed to be totally restrictive and thus infants may squirm or manoeuvre out of the seat. Using the product on a table, bench or other raised surface constitutes misuse. Indeed, the seat has warnings printed on the back instructing consumers never to use the seat on a raised surface and that the seat is designed for floor-level use only, as well as similar warnings on the packaging and on a leaflet included inside the box. Since late 2007, additional warnings against elevated use have been printed on the front of the seat and on the packaging.What are the hazards?
Babies can manoeuvre out of or fall from the Bumbo seat. When the warnings go unheeded and there is product misuse - most importantly, by using the seat on a raised surface - there is a risk of serious injury. The risk of injury from use of the seat as intended - only on the floor and with adult supervision - is low and no greater than when a child is crawling or learning to walk or stand. However, to further enhance the product's safety when it is used as intended on the floor and in an abundance of caution, Bumbo is (a) providing consumers who already have a Bumbo Baby Seat a restraint belt kit that will help prevent children from manoeuvring out of the seat, and (b) distributing seats to retailers with a restraint belt kit either fitted to the product, or included in the product packaging.Dates available for sale

Consumers should immediately stop using the product until they order and install a free repair kit. The harness kit includes: a restraint belt with a warning label, installation instructions, safe use instructions, and a new warning sticker. The belt should always be used when a child is placed in the seat. Even with the belt installed, the seat should never be used on any raised surface. Consumers should also not use any Bumbo seat covers that interfere with the installation and use of the belt.
